In an effort to reduce shortage of manpower in key industries and sectors, the office of Immigration, Refugees and Citizenship Canada (IRCC) will start sending Invitation To Apply (ITA) through Express Entry draws from 2024 on the basis of applicants’ skills, industrial training, relevant work experience as per 82 listed NOC (National Occupation Classification) skilled jobs, and language ability. Aiming to welcome foreign skilled workers and professionals with work experience in 82 NOC skilled jobs category, IRCC will increase choices for interested candidates from different professions and backgrounds to get selected and migrate to Canada in 2024.
Who should submit online profiles in Express Entry pool in 2024?
For the first time, the IRCC decided to go for category-based selection for economic class streams in 2024 that will target as many as 82 NOC skilled jobs across Canada.
Besides targeting candidates having proficiency in French language, the IRCC will send ITAs to candidates having industrial training and relevant work experience in five fields of –
➡ Healthcare
➡ Transport
➡ Trades (like carpenters, plumbers and contractors)
➡ Agriculture and agri-food
➡ STEM – Science, Technology, Engineering and Mathematics.
This means that candidates, who belong to or work in these fields have better chances of selection in 2024 through Express Entry system of online management of applications.
In June 2022, the federal government of Canada made changes to the Immigration and Refugee Protection Act to allow for the selection of new immigrants and foreign skilled workers on the basis of Training, Education, Experience and Responsibilities (TEER) categories. Selection of candidates on TEER based categories will help in resolving shortage of labour in several industries and domains. The category-based selection in 2024 Express Entry draws is implementation of TEER system.
Recently, Employment and Social Development Canada (ESDC) stated that the number of skilled occupations facing shortage of manpower doubled between 2019 and 2021 across Canada. As per news reports, the overall growth of manpower or labour force in Canada is dependent on new immigrants, foreign skilled workers and professionals. Hence, IRCC will soon implement category-based selection for targeted 82 skilled NOC jobs to fulfil demands of manpower in different industries.
Who are eligible for Express Entry targeted 82 skilled NOC jobs?
Candidates, who have relevant work experience and skills that match with 82 skilled NOC jobs are eligible. It is important to note that relevant work experience must be gained in the last three years and it must be work experience in regular, paid and full time jobs that candidates must be doing or have done for at least six months either in Canada or other countries.

Started in 2015, Express Entry program manages applications for three federal economic class immigration streams – Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC).
Many Provincial Nominee Program (PNP) are also aligned with the Express Entry system called ‘enhanced PNP’. This helps the Canadian provinces to invite nominated candidates that are ideal for in-demand jobs in provincial regions.
If need arises, more NOC skilled jobs will be added in the current list of 82 occupations targeted through Express Entry draws.
The category-based or TEER selection will help Canada to grow industrially, socially, culturally, economically as well as develop a rich human capital or resource for the coming years. The trained youth and experienced foreign professionals will support to run industries, economy and labour markets efficiently throughout Canada. Since industries are heavily dependent on new immigrants and foreign skilled workers, the federal government of Canada has been framing immigrant-friendly policies to invite skilled workers.
